Ghana Minister Calls for AI Readiness and Cybersecurity Reforms

Ghana’s Minister for Communication, Digital Technology, and Innovations, Samuel Nartey George, has called for urgent policy reforms to strengthen the country’s readiness for artificial intelligence adoption and bolster cybersecurity. Speaking in August 2025, the Minister emphasized the need for a strategic national approach to prepare Ghana against AI-driven cyber threats and to create a robust digital infrastructure that supports safe technology use.

The Minister detailed plans to review and update existing ICT laws through new bills focused on data protection, cybersecurity, and AI governance. Close collaboration with the Ghana Cyber Security Authority is also underway to enforce stronger security protocols, enhance user training, and ensure compliance with emerging global cybersecurity standards. These reforms are part of Ghana’s broader digital transformation agenda aimed at ensuring the country becomes a leading hub for AI innovation in Africa by 2028.

Boosting National AI Preparedness for Secure Digital Growth

The call for AI readiness reflects Ghana’s recognition of the rapid pace of AI technology and the emerging risks associated with cyber threats powered by these advanced tools. The Minister underlined that while AI has vast potential to drive economic development, it also requires a comprehensive cybersecurity framework to protect citizens, businesses, and government systems.

To support this, Ghana is advancing the draft National AI Strategy, expected to launch in the third quarter of 2025. This strategy aims to govern the ethical deployment of AI technologies and ensure a secure and inclusive digital ecosystem. The Ministry is also looking to pass over a dozen legislative reforms that cover cloud computing, digital trade, and anti-misinformation measures, further preparing the country for the digital future.

These measures will also complement accelerated infrastructure developments, including the rollout of 5G networks and improved access to affordable data services. The integrated approach ensures that technological adoption is both innovative and secure, positioning Ghana as a forefront player in Africa’s digital economy transformation.

The Minister’s announcements highlight the critical intersection of AI readiness and cybersecurity reforms as foundational pillars in building a resilient and forward-looking digital society in Ghana.
